Language Instruction for Newcomers to Canada (LINC)
Introduction
The Language Instruction for Newcomers to Canada (LINC) program provides basic language instruction in one of Canada's official languages to adult immigrants as soon as possible after their arrival in Canada, so that they may acquire the necessary language skills to integrate into Canadian society.
Who qualifies for training?
To be eligible under LINC a person must be: an adult immigrant (older than legal school leaving age); either a permanent resident or a newcomer who has been allowed to remain in Canada, to whom CIC intends to rant permanent resident status and who has not acquired Canadian citizenship.
What is the first step?
Before language training can be provided, individuals must be rated to determine
their level of language proficiency. The Canadian Language Benchmarks Assessment (CLBA) is used for initial assessments. It is based on the Canadian Language Benchmarks, a set of task-based level descriptors of English language ability. The CLBA assesses three areas of language ability: listening/speaking, reading and writing. Each of these skill areas has 12 levels of competency called Benchmarks. The CLBA provides an indication of the amount of training which may be required to achieve language competency.

The Canadian Association of Private Language Schools (CAPLS) was formed in December 1997 and has grown from 20 founding schools to over 100 locations from coast-to-coast.

The CLC provides official recognition that member programs meet the rigorous standards of the Council and are committed to upholding them. Our quality assurance scheme is very comprehensive and covers the areas of: curriculum, teacher qualifications, student services, student admissions, marketing, promotion, facilities and administration. The Council's standards are internationally recognized.
The purpose of the CLC Standards is to ensure the best interests of students studying or planning to study English and/or French language in Canada.
Adherence to the CLC Standards and Quality Assurance Scheme is a requirement of membership in the Canada Language Council.
If students have concerns with respect to a Member Program and are unable to clarify them at the program level, they may refer the matter to the Canada Language Council.
